Diante dessa questão, o artigo tem como foco ressaltar os mecanismos legais que possibilitem a intera- ção popular com o meio ambiente, divulgando e conscientizando o leitor sobre a sua seriedade. Por fim, buscou-se propor soluções que melhorem a dinâmica entre os agentes sociais na formação de um meio ambiente ecologicamente equilibrado.  PALAVRA-CHAVE: Analisar, retrospectiva, participação, arranjo, meio ambiente. ABSTRACT: This paper aims to analyze the normative instruments created at the international and internal levels that enable popular participation in defense of the environment. The study was develo- ped with deductive methodology and technique of bibliographic and documentary research, based on books, doctrine, academic works and websites on the subject. In the present article, in its conception, it worked with historical and social retrospective of the studied problem, enabling a progressive and global understanding. After the mapping, it was detected that the concrete possibilities for greater popular par- ticipation in environmental management at any level depend on a social, economic, legal and political arrangement between all clas- ses and component groups of a society. Considering this issue, the article focuses on highlighting the legal mechanisms that can enable popular interaction with the environment, disseminating and raising awareness of the reader about its seriousness. Finally, it was sought to propose solutions that improve the dynamics among social agents in the formation of an ecologically balanced environment.
